Open Letter to the Organization of the Islamic Conference

RE: POLICY ON TERRORISM

Dear Your Excellency Secretary General,

In the forthcoming meeting of the Organization of Islamic Conference (OIC) of Islamic States on October 9th in Doha, Qatar, we wish to have your consideration of the following points. Some of these points should be seriously considered in the meeting, even after offensive military action has taken place by the United States and allied forces in the region:

1. There should be a joint announcement that all the governments of Islamic States strongly oppose any terrorism, and they will jointly cooperate to destroy and inactivate such terrorism, if the source of terrorism is located in a certain region within an Islamic State. For such efforts, Islamic States may request the collaboration of other countries, if necessary.

2. The Organization of Islamic Conference should jointly request the formation of an International Court of Global Justice, Peace, and Brotherhood. Any suspect should be summoned and brought before the Court. The bench of judges should consist of representatives of Islamic States, America and Western countries, Asia, and other countries. The Court should be under sanction of the United Nations. The suspects should be given the opportunity to defend themselves. Such processes of the Court should be released to the entire world. In the event the suspect is found guilty, the recommendation of punishment should be made to the United Nations. Then the United Nations should act along with the government of the country damaged by such terrorism. Such punishment may include a limited military operation focussed on the destruction of the source of terrorism.

3. In the event the suspect rejects presenting himself to the Court, a notice of warning should be issued by the Court, with a limited time period. Upon the expiration of such period, the suspect should be pronounced "guilty" and punished.

4. In the event that a government of a certain country is involved in the terrorism, the OIC should denounce such government, and replace the government through joint efforts, which may include the use of a limited military power, if necessary. The OIC should arrange a trusteeship for the country, until a new government is formed, under the sanction of Islamic States and the United Nations.

5. The above arrangements are essential to solve the pending matter of the September 11th Terrorism against the United States, without turmoil or confusion. These arrangements are also necessary in the event of further occurrence of terrorism, and the occurrence of revolutionary upset of the current governments in the Islamic States. This arrangement can serve the honor of the United States for its fairness for humanity, and can justify its military action in the necessary case. This arrangement also can serve to erase the agitation of "Holy War" by a fraction of Islamic people.

6. The Organization of the Islamic Conference should make recommendations for a certain area of land for the Palestinian people, as their permanent country.

7. The OIC should make an announcement to ban the production and dealing of drugs, such as opium, cocaine, and similar narcotics, for the purpose of the wellbeing of people; and for the avoidance that such drug transactions be used as a financial source for terrorism and other violent actions.

8. The Organization of the Islamic Conference should also announce that the Islamic world would work together with America and the West, as well as Asia and other countries, to maintain and develop global peace; to elevate people to a higher standard of living; and to promote the health and wellbeing of peoples in the Islamic world, and all peoples upon the Earth.
